Hi there
Remove the video card from the machine and connect the monitor to the on-board video, then reset the CMOS , you will see a plastic jumper like the one in the picture near the battery, move it to the other position and power up the PC (nothing should happen which is good) then put the jumper back in the original position and power the PC up again. Hopefully the problem will be sorted and the problem was the video card.
