That's the answer, I think, hold down the power button firmly until the laptop shuts off, then release and press again to turn on. Some desktops are like this, they have no reset button.

IF THIS DOES NOT WORK SELECT "LOAD WINDOWS
WITH LAST KNOWN GOOD CONFIGURATION " AND THEN RESTART. THIS WILL SURELY
SORT OUT YOUR PROBLEM.
