WHen I turn up the volume the blue bar increases and immediately goes back to minimal sound levels. I've increased and locked the max sound level but the volume still drops immediately to the minimal level

Do you mean when playing video back on the camera? If so, when the video is playing, press on the top of the wheel, the part with the triangle pointing upwards (up-arrow). You should see the small volume level indicator get an increasing number of bars and the volume will increase.
check the level of volume on your device, if the bars are low,, you can increase the level by pressing a volume key either in the vertical sides of your device or by going to setting/sound setting/volume..
if this fails, then there is need for you to detect if the speakers are working..you can do that by playing sounds in extended speakers such as headsets..
If the original recording is on low volume then you will get louder sound on the player device while if the recording is at high volume the you get low levels on player. try recording at lower volume settings on the phone. Then when you play it it will sound louder on increased volume.

It is true that you won't start to hear this television's volume increasing until the volume level passes 10. Then it gets louder until the volume level gets to 30 then between 30 and 60 it doesn't get any louder. This is the nature of this particular television. You can go into the audio category of the menu and increase the treble and the bass. Listen to the television with surround on and then off to see which one is louder. Connect the television to a sound bar.
After a television is a year or two old it may start to degrade naturally so you might benefit from being walked through an INIT. Call 877-332-7867 to be walked through one and the television may sound louder after it is complete.
When the volume increased did the display show it doing so as if someone was turning the knob? I mean did the volume go from like level 15 to 30 or did the unit's level stay constant while the audio volume increased? Were you alone or sharing the room with a jokester who has a universal remote? Does this problem occur when the batteries are removed from your remote? Are you sure the 'volume up' button on the unit itself is disengaging properly after being pressed?
