Try going to the program's directory and run the uninstall from there. Your program is likely at c:\program files\<program> where <program> is the name of the program or the manufacturer of the program. Try executing the file 'uninstall'. It might do better. If it doesn't work any better than add/remove programs, you may have to become a bit more creative.

What's happening here is that the file inpout32.dll is missing on this other computer. Most likely you already have that file installed on your other system. This dll file is used most likey or called by your visual basic to access the parallel or serial ports. What you need to do is to download it from online and copy it either directly to your runtime folder or in system32. That file is freely downloadable online just search google for the download.

There are many tools for converting all sorts of languages into executable files that windows can run. What in particular are you attempting to do? And why do you need it specifically compiled into an ,exe file? Would a .cmd or .vbs script be sufficient as long as you can run it?
