Does it show BLUE Screen, or does it show the Windows loading before it restarts?
If Bluescreen, something happened to root system files and you need to REPAIR 1. Shut down PC, pull out all USB devices, Floppies and insert Win CDROM 2. Power on 3. Press any key to boot from CDROM 4. Select Install 5. Select Repair 6. Ans questions and let run 30min 7. Remove CDROM 8. Reboot - it should work now

Have you tried powering down the laptop, and rebooting with your recovery disk in the drive? If that doesn't work, try rebooting again with an external keyboard attached. If the external keyboard works, then it's not your OS.

Windows XP sucks on 128MB, get yourself more memory, go to 1 Gig. Your problem could also be hardware such as a power supply so re-comment if the suggestion did not work for you.
