Test the remote control. Use the digital camera , point the r control viewing the camera, and with the camerA ON, you must see the LED I.R ON. see the picture. If NOT you must open the remote and clean the keypads from dirty+ and resolder the cold joint from the LED. try again. The remote and the DVR are not paired correctly. This is a feature which allows the use of 2 units from the same manufacturer without each remote controlling both units. There will either be a small switch in the remote's battery compartment, a sequence of button pushing on the remote or an option to pair the remote in the DVR's menus to change from remote 2 back to remote 1.
According to page 15 of the manual, you should "Press and hold [ENTER] and the indicated number button at the same time for more than 2 seconds" This will work for SET 1, SET 2, etc. If you have lost the manual for the DVR/Remote you can download a copy at http://service.us.panasonic.com/OPERMANPDF/DMRES15-MULTI.pdf
I just bought the CH-DVR 1600
@ Target. This is just a temporary workaround to enable playing of
region 2 DVD disks (don't have other regions but believe it will work
also), until the real regional unlock is available.
1. Insert the region 2 DVD disk and close the tray.
2. Wait for the "Wrong Region" popup to appear in the upper-right corner of your TV screen.
3. The display on your DRV reads "STOP" at this point and the "Wrong Region" popup has disappeared.
4. Press the number "1" button on your DVR remote and a small input popup will appear in the upper-left corner of your screen.
5. Do not press anything else and the DVR will accept this entry as
a chapter # and proceed to this chapter to start playing the movie.
NOTE1: The DVR runs in a somewhat restricted node, e.g. the DVR
display still reads "STOP" and some remote functions do not work, such
as "Menu". The input numbers correspond to the chapters on the DVD
disk, so you can experiment and get to the menu once you hit one of the
extra feature chapters with a "back to the menu" link on it.
NOTE2: I’m anxiously awaiting the real unlock sequence, as I tried most of the old ones posted here, none seemed to work.

in the tray. Close tray and press MENU, 1, and 9 on the remote control.
A menu should appear with the Region Option. Highlight the Region entry
and press ENTER on the remote. Type in the Region you want. (Put 0 for
code free) Press ENTER again to confirm choice. Press OPEN/CLOSE TRAY
button and put in movie.
Press Setup,Right Arrow,Press Down 3 Times,Then Enter 2 times this should reset factory settings, I Hope This Is Correct As I Realize You Cant See The Menu But I Studied The Manual And Wrote Out The Exact Key Movements To Navigate The Restore Factory Settings menu. Go to your DVR and manually turn the DVR off. Press the STOP button for two or three seconds. The DVR COMMAND MODE setting will display in the DVR window. (DVD1, DVD2 or DVD3)
Set the remote to the COMMAND MODE setting that was diaplayed by depressing both the remote ENTER key and the desired number key (1, 2 or 3) and holding them both at the same time for 3 seconds.
You can now use the remote to set the DVR to the desired COMMAND MODE. To do this depress SYSTEM MENU on the remote and go to SETTINGS and then COMMAND MODE. Select either DVD1, DVD2 or DVD3. Once you delect a setting that is different from what was set, your remote will stop working again.
Reset your remote to the desired COMMAND MODE by depressing the remote ENTER key and the desired number key (1, 2 or 3) and holding them both at the same time for 3 seconds. The remote should now control the DVR.
The remote control for your DVR has the capability to control 2
additional DVRs in addition to the one that you currently have. In
order for the remote control to work with your DVR, you will need to
make certain both of them are talking on the same frequency. If you
press the remote control and the front of your unit says DR2, that
means that you need to have your remote on DR2 as well so that it can
operate the DVR. To set your remote to DR2, you will need to make sure
the unit is off then you will need to press and hold down the SETUP
button and while you are holding this button down, press the number 2
button. Your remote is now set to DR2.

After power on the dvd, open the tray and put any video dvd in and close it, wait for about a minute, then press Setup or any button on remote control, if it work then need to replace with the new battery CR2025.
