Most times , unless the unit has been used a big bunch, it's not the brushes it's the comentator that the brushes run on . spin it in the clockwise position while holding some crocus cloth to clean it. Remember to clean each groove as a piece of metal could short two copper pads and burn a wire and cause a dead spot. This can make act like a bad switch.

You have to pull the brushes back there should be screw caps on the back (cord end) remove them and take out the brushes if the gears are ok and there is grease in ther then it will be the brushes or the bushing on the back

could be worn brushes a shorted armature or field issue. check the brushes first and the commutator would need to be cleaned to seat the new ones. that is the cheapest route.

If its intermittent most likely cause, there is a break in the main power supply cable.  Do a continuity check.
