This ribbon runs vertically and is different locations on different channels when watching DISH programming. The ribbon does not appear on local antenna. Does not appear on second tv that runs off of the DISH VIP622 DVR so I figure it is the mit that has a problem.

It may be a problem in the TV but can also be caused by a poor RF connection either at the back of the TV or the satelite receiver. That of course would not be an issue if you are connecting your satelite via a composite or component or HDMI input.

its probably your caps on the signal module c2p05 and c2p08 100uf 16v capacitors did the problem used to only happen when it was cold? = caps is there rolling bars? is it a dark unstable picture? = caps

Self-diagnosis error 2-3 indicating deflection failure. Check for shorted or leaky Q5A37 part # 260P818050 located on PCB-Main. If found defective replace only the transistor instead of the Main PCB.
If your satellite is in the component jack and does not have the lines, you have a bad doubler or 2HD board. These boards are located in the metal container on the left side of the tv (left as in when you are looking at the back of the tv).
