The easiest way to resolve this issue is re- install the driver of your CD rom. It should solve the issue else i'll tell you the other way then.

    Second Solution:

Windows Vista – Missing CD/DVD-Rom drive

    UPDATE

    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11 CE-BFC1-08002BE10318}

Apparently it seems that this is an age old fix for even XP
systems. If you venture to the registry key above by doing the
    following steps:

    Click on the start menu.

If this is a Vista machine in the search box type in “regedit” without the quotation marks.

Maximize the HKLM and then go ahead and browse until you reach the key listed above.

In the right panel you’ll see something along the lines of
“UpperFilter” and “LowerFilter” you want to click on each “filter” key
and hit delete. Click yes when it asks to confirm if you wish to delete
    the key.

    Restart Windows.

  7. Check BIOS setup to verify if drive is detected outside of Windows.
    1. Press the F2 key repeatedly as the computer starts.
    2. Locate the page where drives are displayed. This varies between different motherboards. Please reference your User's Guide for specific model information.
    3. Desktop computers: Refer to the Drive Configuration page (or similarly named page), or the Standard CMOS features page to identify all Optical drives that have been detected. BIOS Setup will present a table which matches drive ports (drive connectors on the motherboard) to drives detected at a given port. Example pages are linked. Reference the Product pages for the specific model.
Notebook computers: Refer to the Main page of the BIOS to identify optical drives that have been detected. BIOS setup matches a Drive Port name to a drive detected at that port. Drive Port names (left side) vary per the following examples:

      4. Remove cover.
      5. Find internal drives.
      6. Inspect and reseat any cables to drives not detected. Click here for additional information about drives, motherboard connectors, and drive cables.
        • Check for broken connectors on drive, motherboard, and drive cables.
        • Check for bent or broken pins on drive, motherboard, and drive cables.
        • Check cable orientation.
        • If available, try a different cable. If drive works with new cable, the original cable is probably defective.

Hp dvd writer dvd200i

since you have not stated what the problem with your dvd writer is i will have to guess

Click start control panel administrive tools computer management device manager scroll to cd/dvd rom drives right click properties then properties again then tick enable cd digital cd audio for this cd rom device or scroll to dvd regions select the no _ for your specific area
If this does not fix the problem you might try
Click start control panel administrive tools, computer management, device manager scroll down cd-dvd rom drives you might see a yellow question mark ? right click you will have options to update driver, roll back driver,or select properties general troubleshoot, select driver click to reinstall drivers click update driver or uninstall then reinstall if this does not fix the problem it might be a registry problem if you cant see your disk drive in windows explorer
Close all open programs

Click on Start, Run, and type regedit and press Enter
Click on the plus signs (+) next to the following folders

HKEY_LOCAL_MACHINE

SYSTEM

CurrentControlSet

Control

Class

{4D36E965-E325-11CE-BFC1-08002BE10318}

This folder is the DVD/CD-ROM Drive Class Description in the registry. Look for any of the following names in the right hand column.

Upper Filters

Lower Filters

Upper Filters.bak

Lower Filters.bak

If any of the above keys shown in step 4 are listed, right-click on them and choose Delete

After deleting the keys, close the registry editor
Reboot your computer

Open My Computer and check to see if your CD or DVD drives have returned. You may also want to open Device Manager and verify that the yellow exclamation and error code on the CD or DVD drive is gone. or
you might have to physically unplug the leads for this cd/dvd then plug them back this should activate the found new hardware wizard or

you might have to uninstall then restart your computer then reinstall your DVD/CD then reinstall the driver for this device
if your computer came with a motherboard disk the drivers could be on it
click start control panel administrive tools computer management device manager scroll down cd dvdrom drives if you see a yellow question or exclamation mark?! or a red x right click you will need to update the driver or
select properties general troubleshoot, select driver click to reinstall drivers click update driver
hope this helps

Make sure the software for this DVD drive is installed into the PC and then your drive is connected to be detected and installed, This will also remove off all previous drives that might cause errors.

Check Device manager First if the DVD-ROM is detected there, check for any question marks on the drive exclamation or a red X question mark it is detect but no drivers are installed exclamation mark means it is installed and detected but drivers are incorrect or corrupt can still be fixed 99%, red X means it is either disabled or not responding.

go to run type REGEDIT then enter,Click HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}

Once you find your DVD-ROM look for upperfilters and LowerFilters on the list delete Both if it show both some time it can either be just one of the two, after deleting the filters restart your computer then try a dvd and a cd to make sure both types of disc are detected and working on the drive,

Hi,

XP home should automatically detect and install the device.

**** Please Do-Not-Rate This Post, Until Your problem Has Been Resolved ****

There are a few concerns here:- if the drive has been virused, it may have been instructed to shut-down or corrupted the Drives Logical Board.

If you go to My Computer/Control Panel/System/Hardware/Device Manager.
See if your drive is recognised There, DVD/CD Rom Drives.
If it isn,t Click the small screen icon, top of page " Scan for hardware Changes " this should detect the drive if it,s recognisable by the system.

If it is, right click/Properties. And see if the device has any conflicts ( usually noticed by a yellow Triangle/exclamation Mark. Or drivers not installed.

Failing this, you can go into the systems Bios Screen. F2 at bootup. and see if the device is visible in there. And whether it,s enabled.

If none of this works, please mail back here.

If you rate this solution, without fixing your problem. i may be reluctant to assist you further.

Mike @ cmpurepair.
