Dell Precision 670 Workstation REALLY LOUD and NOISY

Own a Dell Precision 670 workstation, about 4 years old. A week ago it started sounding much louder than usual, with what sounds like a fan that's stuck on high gear, very much like the sound of remote controlled airplane taking off and stuck in high. It's not to the point where I can't sit next to the tower anymore, but it's almost there and I'm quite miserable. I had a guy come in today to take a look at it, he air sprayed the dust out of the CPU fan, put it back, but we could not even determine where the noise was from exactly, as counter intuitive as that sounds. You would think a loud noise would be easy to detect the source of. Would GREATLY appreciate any tips on what to do next. If someone could walk me through the different possibilities, for ex, could be the power supply fan, or CPU itself, or graphics fan or something else? Thanks in advance.

It could be due to a failture of either the SMPS fan (Power Supply), the system cooling fan or the Videocard fan... Now checking the power Supply fan issue is easy... Take a toothpick {wooden} n insert it between the fan fins at the back of your tower... This is the fan that is visible from the back of your tower... Now if the noise stops then it is the SMPS fan issue

If it still persists then do the same procedure with the CPU fan located on the inside of the tower.. this is a bit tricky but you seem tech saavy enough to do so but anyways this is the link for a step by step procedure of getting inside your desktop

The third case is the Graphics Card... now there is no way we can say this with certainty but you can do this... remove all connections from the back of the tower.. remove the graphics card, connect just the power chord n start back up... if the noise is gone then the Video Card is the culprit.. REMEMBER TO REMOVE POWER CHORD ALL TIMES YOU OPEN THE TOWER N BE VERY VERY CAREFUL N FOLLOW THE MANUAL  :-)

Take a sturdy small piece of plastic and block one fan at a time then start the PC until you isolate the fan.

Noisy piece of "Dell" lol

That's a confusing description of the events charles.

Have you identified the cause of the original problem - the dead caps? Is Over Voltage a possibility - have you verified the stability of the PSU?

Apologies if I've misunderstood.
