a web site, at least a basic one is just a collection of html tags, and can be made using microsoft word or other text editors even notepad. as far as the graphic portion is concerned you would create the graphics and then use the proper html tags to embed them into your website.

I just managed to fix this exact problem. First I went to my Control Panel and into Add or Remove Programs and scrolled down to Picture Package. Then expanding that, I clicked for support info which gave me the programs version number.
Next I went to http://www.ppackage.com/e/download.html#dl and downloaded the Picture Package Menu updater beside the appropriate version number and it started working immediately. Hope this helps.
