Just read part of the manual and it says hold tool upright and pull down on the collar and "simply" remove the accessory. If this is not the case on yours I would have to think that the shank on the bit may be twisted and then you would have to find another method to remove it. Let me know if the second opinion is correct. Good luck

Pivot Plus. Cannot remove screwdriver bit

use soe WD40 and a pair of pliers, i take it that it has been left in it for a while. put it in the lock position when you are trying to get it out. if you do not have wd 40 then use some light oil, it is probably rusted in position.
cheers

How do i change the bit?

It just pulls out if its a screwdriver and if it has a quick release chuck then pull chuck back towards drill body and pull bit out.

PD600 Pivot plus B&D drill.

Mine gets stuck sometimes too, I grab the inserted tool in the vise or with pliers and a twisting back and forth while pulling gets it out.
actually I just threw mine out when the trigger switch quit

Changing bits

Without a model number I am guessing but you should have to either pull back on the outer collar or push forward to release the bit in the hex driver. If this doesn't work give me the brand and model number and I will find a user manual to look at and let you know where you can get it.

Grab the end of the chuck in one hand, and the outer ring of the chuck nearer the motor, and twist the chuck end. try both directions until it loosens.

Black & decker pivot plus bits are stuck

I had this problem too, an unfortunately, there's no manual on the black & decker site for this product.
I figured it out though! You have to push down (towards the motor) the chuck collar (cyllindrical black part which holds the bit). If you've tried this already, try harder - it can get really stuck and require a lot of force to push down.
Anyways, if you apply enough force, it will give and allow you to remove whatever bit is inside.
Hope this helps.
