Unplug the powercord and try to move around the DC-Jack with a small flatheat screwdriver. If the jack moves around freely or the middle pin has too much slack you most likely have a defective DC-Jack. You can replace it yourself there are guides online that show you how to do this. Doesn't appear to a bios limitation. It is a hardware issue that is limiting the amount.
On the computer motherboard locate the BIOS clear / password jumper or dipswitch and change its position. Once this jumper has been changed, turn on the computer and the password should be cleared. Once cleared, turn the computer off and return the jumper or dipswitch to its original position.
on a laptop computer the location of the dipswitch (almost never a jumper) can be under the keyboard or on the bottom of the laptop in a compartment such as the memory compartment.
Alternatively you can locate the CMOS battery on the motherboard a remove it for at least 10mins allowing the computer to lose all of its information but please not that this does not work on all computers
