When I boot up my system and then connect via my dial-up connection there is no problem. The problem occurs after I have disconnected and then want to connect again later. Each time I get an error message
ERROR MESSAGE 676 THE PHONE LINE IS BUSY
The phone is not busy and the only way to get back online is to restart the PC.
When I use the query modem function it says, "The port that the modemis using is currently open by another application. Exit any application that may be currently be using the port"
Unplug the telephone cord, wait 1-2 minutes then retry.
I recommend Update your service pack and drivers for the modem

To expand a bit on Kony's reply -
Check your System Properties and see if there's more than one modem installed. If so, this can sometimes cause dialling problems. Yell if you need help doing that.
