I have a friend who brought me his camera that had exhibied the same problem for over a year. I took it apart and found that the cable going to the charger was a bit loose. Might not be for the faint of heart, but it does work now.
First you need to take the two dark grey panels that go around the outside of the camera. Next you will have access to the rounded cover that goes above the lens. Once that is off you will be able to remove the silver cover on the left side of the camera, underneath which there are a couple of ribbon cables that go from a board inside the camera to the battery terminals and the lcd screen. Just make sure the cable is pushed in good and reassemble. There are about 18 screws you have to remove that range from tiny to tinier to tiniest, so keep track of what you are doing and good luck!

Clean the contacts on the battery and the charger with a pencil eraser. Make sure you are inserting the batteries correctly, with the battery contacts touching the charger's contacts.

Does it really need to be plugged into an outlet to turn on?

NO - the camera should have a battery life for at least 2-3hrs for video taking and playback.
It does need to be in it's base to recharge properly , maybe the battery is low and , but , once charged fully you should be able to turn on/off many times.
Try letting the batteries run down very low - and then leave them charging for 7-10 hours. -- Ray

Charging battery on a DC210

It blinks red when charging and it goes to steady red when its fully charged.

The best source is to look in the user manual:

Its on pg. 20, step 5 on the right column.

My Canon DC210 will not turn on. Ithought maybe the battery was dead, so I hooked the camera up to the charger. It's been charging for two days now. But whenever I try to turn it on the "DISC/CHG" light...

You may have a faulty charger or internal battery.

If your camera is still under warranty take it back to the shop where you bought it, explain what is happening, and ask for a refund or exchange.

It sounds like you may have a faulty battery or charger.

Take the extra battery and whatever you used to charge it (camcorder or battery charger) back to the shop where you bought it and get them to help you figure out what's wrong with their product. Your purchase is still under warranty and you deserve to have a product that works.

Finalizing a disc (when plugged in) on a Canon DC210

I think it is a problem with the camera.
We had one, couldn't finalize, exchanged that, and still the same problem.
Canon NO help whatsoever.
Even the mini disc companies that we purchased, NO help either.
We are returning this camera and going with a hard drive.
We were able to plug the camera to a DVD recorder and copy onto a full size disc.
