I have done this on other computers but I can't figure out how to do it on my daughter's lap top. Not sure what's going on and of course she left all her discs at her mother's house and we have no access to them.

No you cannot do that as it is registered to another PC. If it is new, contact the seller or hp and ask them for a suggestion otherwise you are looking at formatting ans starting again. However, if you have the COA code, download Win8 and use your code to re form the OS.
Press F10 during the statr of the laptop, it will access the hidden Recovery partition. From there follow the instructions on the screen.

You mentioned it boot in safe mode, if it's showing the taskbar where the start button is, then do the system restore. Click start/all programs/accessories/system tools/system restore. Select the previous date that the laptop was working fine the laptop will restart by itself once done. If this process does not resolve the issue, do system recovery (reformat) using the recovery disc that came with the laptop.
This computer can be formatted with the recovery disk. If you still have them, put the dusk in the machine, then restart. Usually should automatically boot from CD, if not either look at the screen or press F2. If you need more help, contact us at: email@example.com
