Start menu>control panel> User accounts
Create a new user and go back into the control panel and see what the power options are. When you create a new user it has no memory of the power options you set. Look at the settings then set your account the same. Does this answer your question?

If it won't hold a charge it has either developed memory, which requires a battery conditioner to correct, or it has a dead cell, which requires a new battery. Toshiba has battery conditioning software incorporated into their software and you can usually locate it under Accessories -> Maintenance directory.
The Toshiba M3 laptop has an Intel Pentium M 2. 13 GHz processer and 512 MB (DDR2 SDRAM) of memory (although it can support up to 2048 MB). The 36cm XGA TFT LCD screen supports a maximum resolution of 1024 x 768. The internal hard drive can store 80 GB of data. The weight of the laptop is around 2300g and the Lithium ion battery lasts for around 3. 2 hours from a full charge. This laptop has a NVIDIA GeForce Go 6200 PCI Express graphics and has Headphones, Sound card and Speaker(s) audio outputs.
Yes it is. And, it is highly recommended that you remove the battery if you're going to use your laptop for more than 1 hour. If you keep your battery in and have the laptop connected to the adapter, the poor battery is going to be charging/discharging so much that its life is greatly shortened. Also, this is what causes dead cells in batteries.
You might possibly have an internal power supply problem.
But, go ahead - remove the battery. See if it helps. You also might try letting the battery charge for 3 hours with the laptop off.
