I HAVE A COMPUTER THAT WAS DONATED TO THE CHURCH. WE CANNOT GET EXPLORER TO RESPOND. WE KNOW THE MODEM IS WORKING. IT DOWNLOADED XP 3 SECURITY PACK. WHEN WE OPEN EXPLORER IT JUST SITS THERE. I HAVE THE RECOVERY CD'S BUT THEY WON'T RE FORMAT THE HARD DRIVE. I DON'T HAVE INSTRUCTIONS ON HOW TO USE THEM. IN THE PAST YOU JUST PUT THEM IN AND REBOOTED. CAN YOU HELP?

This probably a system error or it is infected with a potent antivirus. Or the system got error. By the way; what operating system you use? If the computer system is branded ex. dell, compag, ibm and etc. and you are using license OS then you can directly recover the operating system by booting the system using the CD/DVD rom drive. else if this not then maybe you can use this windows installation instruction.

Are you able to boot from the disk? Or is the computer going straight to windows start up?
If you're not able to see a message like this "press any key to boot from CD or DVD" fro some seconds. Go into the BIOS and change the boot order sequence. To go to to BIOS keep hitting delete/Esc key untill you see your BIOS main screen. Now, look for a tab or option >set "Startup" or something like it and make CD/DVD drive as the first boot device. now save and exit. reboot and continue with repairing/recovering Windows.

Do you have the boot sequence set up to read from the cd rom first? If not this is done in the bios before the machine boots into windows usually pressing f1, or f8, or delete, depending on the machine. When you get into bios go to change boot order and then try putting the recovery cd in and rebooting. Good luck.
I am sorry it is late i kind of read over the fact that your modem works and dowloaded xp sp3.
if your internet explorer doesnt go to any webpage check the following settings in internet explorer :
tools>internet options>connections
now if you work on a dial up modem your connection should be in there.
if its not just add one and follow the steps accordingly.
if your on a Local Area Network (LAN) this should be empty
also go to : Lan settings
in the same tab
and make sure no proxy info is entered that should all be off and empty.
you can click : Automatically detect settings
to on.
oh and if your internet explorer doesnt respond at all but your still able to access the internet explorer menu.
try the following :
tools>internet options> then advanced tab
and click on the reset button.
then try again.
if internet explorer crashes means really does not respond on anything and you cant close it either.
then you can try to reinstall internet explorer completely
look in the add and remove program utility in the control panel and click show sindows upates to on.
look up windows internet explorer and uninstall it.
there should be a copy of internet explorer on your recovery cd with wich you can install it again.
if any of this helped pls rate it.

please be more specific about both your problems.
first being explorer wont respond
i take it you mean internet explorer and not the explorer process as you state you opened it.
so what does not work does it not go to any webpage.
does it give you any msg on internet explorer when you try to go to any webpage.
if so are you positively sure that the computer is connected to the internet.
and for your recovery cd problem you state that it doesnt give you the option to format, does this mean that the recovery cd does boot ?
and if so what options does your recovery cd give you.
if it doesnt boot at all check your bios settings and check if the bios is indeed set to boot cd rom/dvd rom first and not hard disk.
if none of this is your problem pls try to be more specific i think we will be able to help you without formatting and reinstalling wich should be your last resort rather then your first initiative.
