It' most likely that your hard disk drive is defective. Try to boot from a CD\DVD disc, if it does, you have a problem with your hard drive.

It sounds like you've had a fatal error - you can reboot the PC back to factory setting - this is called a hard reset - but before you do that - unplug you tower and clean it out (dust & dirt) - once you're done with that - restart you computer and press &hold down the "Ctrl" and "F11" button at the same time - this will let you reset the PC to the original factory configuration.

Which cdrom is it? Is it a windows XP cd? This is an older PC? Does it have a floppy disk drive? Try downloading from Barts a bootable floppy disk, set boot order to floppy in BIOS, change to cdrom drive letter after booting to floppy (D:?)
got to I386 folder and set up from there.
More info would be helpful.

My Dell Inspiron 6400 (Windows XP Home) won't reboot. It's giving me a "Loading PBR for descriptor 1 ... done" line on a black screen. What can I do to fix it. Can I salvage my content / files

Before you use the Recovery CD you need to backup your data because to restoring your laptop will wipe your data off the hard disk.
To backup your data when you cannot boot up your laptop, remove the hard drive and connect it to an USB hard drive adapter. Connect this hard drive/USB adapter into the USB port of a working computer. The computer will see it as an external storage device, you can then open the folders and backup your data.
You can then fit the hard drive back into the Dell laptop and boot up with the Dell recovery CD to reinstall Windows etc.

How to tell if a hard drive is bad

Usually you'll get some errors in the system event log saying the hard drive is going bad. If it won't boot then you can put it in another computer or hard drive enclosure to test.

I have a Dell Inspiron 1525 and when I turn it on it tells me NO BOOTABLE DEVICE DETECTED This happen one other time and I rebooted my computer and it came back on but it did not work this time what can I...

NO BOOTABLE DEVICE When the PC cannot see a boot file/disk on either the hard disk or floppy drive it gives an error message "No bootable device. Insert boot disk and press any key"
There may be a hard disk problem.
Check the BIOS to see if the hard disk is detected, if not open the case and re-seat the hard drive and also where it connects to the motherboard.
If it still gives this error message and the BIOS does not detect this hard drive, then the hard drive is probably faulty.

To get the computer operating again, install a new hard drive in your computer and then install Windows on this hard drive plus the computer's device drivers and your programs.

My Dell inspiron 1545 loads up and asks for my password but then i just get a black screen with the cureser arrow, i don't know what to do to resolve this and would appreciate any advice?

This indicates hard drive issues or the windows files are corrupted. If you have a backup recovery disc, try and install the operational system, if no luck! have the hardware tested to see if you require a replacement hard drive.

Have you tried resetting the BIOS defaults? In doing so, it will force IDE re-detection and often resolve vague boot issues.

Hard drive has bad sectors. Before your replace your hard drive when getting this error, try this- Boot from a Windows XP CD and choose Repair at the first prompt to get the recovery console. Type "chkdsk c: /p/r" at the prompt. Repeat until there are no errors found. Exit and reboot. It worked for me.
