Here is one on E-Bay right now for $20usd + $3usd for shipping. Better get it while you can. As I'm sure you know it is out of print for the Neo Geo so finding one is difficult.
To be honest, I would not attempt to fix. I had problem with lines on a gameboy and after wasting 3 hours trying to fix it, it had broken to the point of a huge blob covering half the screen. The screens are generally not replaceable because the ribbon connectors are usually soldered in place (the exception to this that I know of is the nintendo DS)
If you really want to try to fix it, check how the ribbon cable connects to the main board of the neo geo. if it pushes into a connector then wiggle it, make sure it's in firmly. if it's soldered on, check for loose connections. You can't do much else.
Neogeo pockets retail for about £10-20 on ebay or £25 in gamestation so I'd advise taking the painless route and replacing it.
flashing red light usually means the display cable isnt working, otherwise it would give you an error code. Have you tried a new display cable (thing that goes between console and tv). I'd give that a go.
