This video is for the C7280, but the instructions are supposed to be true for the 8250. Usually that message when you have paper means that the rollers in the printer are slick and not picking up paper. The video shows how to fix that.

Are you using a factory new ink cartridge?
Please consider the following:
If you are using a refilled or third party cartridge that may well be your problem.Most manufacturers build logic into their products to prevent the use of “Other Equipment Manufactured” cartridges as well as re-filled cartridges.
They do this to prevent problems from contaminated inks causing problems with print quality or damaging the physical printhead.
If you are using factory new cartridges, then please call the manufacturers Technical Support for assistance with the warranty on the cartridges

when you open up the lid, there is another compartment that can be opened up. in mine there was a paper obstruction that didn't allow the cradle to move. remove the obstruction and the printer should do it's own maintenance.

have you tried with normal paper..does it still do the same
when you load the paper does the roller sit on the paper at all...watch the roller....
but if your machine reports that there is no paper even though the roller is sitting on the paper
turn off your printer//remove the ink cartridge.....get a can of contact cleaner..with the nozzel on..throughy spray the roller area this is where the papper sensor is...
if this still doesnt help you will need to open the printer and check the sensor
