If you make a character happy enough their heart should be an orange color as diaplayed when you speak to them.
After that happens you should be able to find a blue feather at the market.
Purchase it for the staggering high price and then present it to that orange hearted charecter.
(it may be used like an item, but I'm not entirely sure, its been awhile since I've played the Harvest Moon series. Should be easy enough to figure out.)
Related dialog should ensue.
