William the more information you can provide the more accurate can be our brain trust community's answer.
What I have to guess is you added the cameras to an existing network.
What you need to provide is how are the camera's getting their IP addresses ?
How are the PC getting their IP addresses.
My guess
Go into the router settings and look for DCHP server. Look at the leases issued and change the IP addresses that are assigned to the cameras to Static rather than Dynamic. if the cameras are getting IP address from DHCP. server rather than being set up manually..

If you manually set up the IP addresses on the cameras then alter the available ip range on the DHCP server to avoid the IP addresses assigned to the cameras. As an example say the DCHP range was 192.168.1.1 to 192.168.1.254 then alter it to be 192.168.1.21 to 192.168.1.254 and then hence the ip addresses 192.168.1.2 to 192.168.1.20 are used on static ip addresses like printers and cameras devices.

How do you log into the router
go to the internet browser and type in 192.168.1.1 and it should bring up your router The user name is most likely admin and the password will be admin by default. If no one has changed them.
I have looked at the usre manual but it does not spell out how to change the DCHP ip address ranges leases out or the way to change the ip addresses leased out to static for the cameras. I think you will find some sort of setting in thew dhcp menu option of the router.

I think is happening is called an ip address conflict. And the above suggestions should stop this from occurring when you reboot the IP address is re assigned and the DCHP server could be issuing ip address leases to your p.cs that are already staticly assigned to your cameras.

Please try following the steps below and let me know if that may help:
  1. Open the HP Envy 5535 software, then click the Printer Home Page (EWS) link.
  2. Click the Network tab.
  3. Click Networking , and then click Network Address (IP) .
  4. Click Manual IP , and then click Suggest a Manual IP Address . A manual IP address, Subnet Mask, and Default Gateway displays.
  5. Be sure to take a note of the IP address and Confirm the changes, then close the EWS page.
  6. From the HP Envy 5535 sotfware click the Utilities tab, then click on Update IP Address.
  7. Type the manually configured IP address, click on Save and confirm.
  8. Open the control panel and go to Devices and Printers.
  9. Right click the HP Envy 5535 icon and select Printer Properties.
  10. Open the Ports tab.
  11. Click teh Add Port button, select Standard TCP/IP and click on New Port.
  12. Follow the steps by typing the manually configured IP address and confirm the changes.

You just have Dynamic ip, nothing to worry about.

This means that another device on your network has the sames address as your printer, if the address of the printer is fixed / manual then you will need to find out what other device is using the address and restart it.

This error indicates that you have two devices on your network that have the same ip address assigned to them.

If you have have ip addresses manually assigned to your network devices you can open a command prompt and enter IPCONFIG, this will tell you what the ip address is of the device that is giving you the error. This ip address is assigned to another device on your network.

You can either change the ip address of the device you are receiving the error from or find the device with the same ip address and change that one.

Alternatively, if you have a router that that has DHCP enabled you can change the properties on your network adapters to obtain the ip address automatically by going to Network Connections, right click on LAN connection and click properties.

suggest you connect a pc directly to the printer via ethernet cable or network switch with the computer temporarily having its ip address changed to what ever the printer ip address range was.
Then run bradmin and change the printers ip address to the router's range suggest a high ip address not sure what you are using but 192.168.1.250 or it might need 10.0.0.250 what is the router using. May need to change dhcp server to lease only to 249
to be safe.
Then when you have changed the ip address fix the ip address of the computer and then reconnect it all back the way it was

I have Windows XP Pro, SP2, Office 2007, and an HP Photosmart C7280 off a wireless router. Printer scans OK but 9 times out of ten it can't see the PC. DHCP is "on" but printer IP address is sometimes Auto...

The problem is you want to have the printer on a fixed IP address. This can be done by reserving the IP for the mac address of the printer in the router OR simpler just set the IP address in the printer.

Change IP settings
The default setting for the IP settings is Automatic, which sets the IP settings
automatically. However, if you are an advanced user, you might want to manually change
the IP address, subnet mask, or the default gateway. To see the IP address and subnet
mask of the HP All-in-One, print a network configuration page from the HP All-in-One.
NOTE: When manually entering an IP Setting, you must already be connected to an
active Network, otherwise the setting will not stay when you exit from the menu.
CAUTION: Be careful when manually assigning an IP address. If you enter an invalid
IP address during the installation, your network components will not be able to connect
with the HP All-in-One.
To change IP settings
1. Press Setup.
2. Press until Network is highlighted, then press OK.
The Network menu appears.
3. Press until Advanced Setup is highlighted, and then press OK.
4. Press until IP Settings is highlighted, and then press OK.
If the HP All-in-One is already connected to a wired network, you are prompted to
confirm that you want to change the IP settings. Press OK.
5. Press until Manual is highlighted, and then press OK.
6. Press to highlight one of the following IP settings, and then press OK.
• IP Address
• Subnet Mask
• Default Gateway
7. Enter your changes, and then press OK to confirm the setting.

Accessing router

if you have changed the ip address of the pc that is connected to the router, then the router can no longer see the pc because you have changed it manually, you need to change the router back to DHCP enabled to allocate ip addresses automatically and change the properties of your network card to obtain ip address automatically. This way all the pc's will be given ip address to share the network.

Print jobs are not getting queued.

This is late but most likely the IP address is set to DHCP or auto and the printer is changing the IP address.
You need to set it to manual, and set the IP address static.
Those machines will change the IP address by itself.
Sometime even when you have set it manually it will change back to auto.
