When I restart or shutdown my pc, I can't run my pc within 15 min. If i remove the cmose battary then i can run my pc & have to set bios/ processor frequency & press F10 for save but i found the same probs. So what should i do? I'm waiting for your kind reply.

The board is over heating check the fans to make sure they are working if it is a very new board that has no fan put one in anyway and check the power supply they over heat to and if the board isn't getting enough power it will shutdown and restart continuously.
There is more than one problem that can cause this.
Before trying anything else , unplug your pc and open the computer case .Look at the motherboard.There should be a small flat battery on it. Remove the battery , wait 30 seconds and put it back in.Try and open the pc again If the pc works then it should be fixed.
Does your pc restart,shutdown or freeze after the 15 seconds?
Try and enter BIOS and look at the different temperatures of the devices in your pc.If anything is above 65-70 degrees Celsius your pc is overheating. Go to a electronics shop , buy some heat isolating paste and apply it to the overheating parts (usually the microprocessor or the graphics board gpu) .Also make sure everything is tightly locked to your motherboard.
If it's not overheating or you don't have enough time to check the temperature you should to go to a professional repair shop to take care of it it most likely is a faulty connection on your motherboard.
If your pc just seems to freeze randomly while booting up, You have a problem on one of your ram chips , try and remove them one by one and boot the pc.
Your CF-27 performs a thermal shutdown protection the moment it detected a hardware problem. Make sure that the vent holes
are not blowing off too much heat. If it does, one or more fans inside went down.
Also, does it shutdown by itself even if plugged into a power adapter? And since you have a bad battery, it time that you change them for a new one; constant shutdown of the laptop would further damage the system.
bro I am having the same problem!! after searching I found that the pc gets display on my case if I remove power cord and press the power button (and holds on) of pc like 30 seconds and then reconnect the power cord and powers on!! this is how I get back display after restarting pc.
Your CPU is overheating 1) Turn off computer and remove case side 2) remove fan from "heatsink" do NOT remove Heatsink "Usually this is stuck with solidified heat paste" 3) clean all dust and dirt from heatsink and fan. 4) vacuum out case Include behind power supply and video card.and any other fans 5) use stiff brush and vacuum outside of power supply Reboot and see if still restarts if not everything OK shutdown PC and refit case side. This is a common problem on a lot of computers as the environment they are used in is usually dusty. I do mine every 3/4 months and have no problems like this Please when works give me a fixya
