Open the battery compartment and look at the dot at the bottom. If its pink you have damaged your phone, usually water damage. It will continue to shut itself off and on continuously. You will have to have a new one.

How old is the phone? I've had a bunch of issues with the three Duos that I've had. I'm finally replacing mine next month. I would plug it in to wall power and see if that will turn it on. If not, remove the battery and try to turn it on again. You might need to call your provider if the phone is still under warranty.
You have to go to start ,aplications, then to task manager. its like on a computor when u hit ctrl, alt, delete. it will have a list of all the programs that are running. highlight all the programs u arent using at that time and press stop.
