Moving printer across room/print head green flag hasn't raised

Xerox Phaser 8400 printer has been off for a while, but the green "flag" is still in the low position. Did I miss a step in shutdown?

Did you remove the maintenance kit and waste tray? Sometimes, they hang up. By now, you've probably fired it back up and are running but, in this case, you want to do that quickly so that the ink doesn't have time to harden and stick the maintenance wiper to the printhead surface.

The print head is not moving freely.
The print head wiper may be tacked to the print head, or the print head block may be filled with ink causing the print head not to pivot.

Xerox Phaser 8400

That is a problem with print head movement. Either side to side or tilt. There is a stainless steel print head block located on the left side of the frame, about 2/3 of the way back and near the bottom, It may be contaminated with ink. Or the print head wiper may be tacked to the print head. If you want info how ot access and repair, let me know.

No, If one lamp goes out they both will not function. They do not have anything to do with print quality.
You may have a bad maintenance kit. but more than likely you have a bad print head.
Run the cleaning , eliminate stripes and eliminate smears modes. But more than likely the print head is bad. I would say a bad print head is about a 95 percent chance of causing your problem.
The halogen lamps only heat the drum, and if one was bad the machine would fault out with a 15,004 code.

That code is a jet heater code. The most likely problem is a bad print head, the second most likely bad item is the electronics module that supplies the 40-50 volt source to the print head heater.

Color issue

If you moved it when it was warm, most likely you have spilled ink into the print head.
If it was shut down for more than an hour before moving it. There is a Tek Color correction you and run. You may have to go to the Xerox.com website and download it and run it.
I would also suggest updating the print driver.
But my guess is moving it damaged the print head and it will most likely need to be replaced.
Also if you go into the print driver properties, you can adjust each color intensity and saturation, you may be able to correct it in that way.
But from experience, I really suspect a faulty print head.

The price from Xerox is $750 plus labor to replace the print head.
You can also look up service dealers in your area on the xerox website. Most will get you the print head and labor much cheaper. I emphasise the MUCH portion of cheaper...

The first obvious question is, "Does it have blue ink/wax?" Is it displaying any errors? Have you tried the Xerox support site? They have a fantastic utility that can connect to your printer and diagnose many problems. Here's the URL for the utility: http://www.phasersmart.com/ They also have a wealth of information in their knowledge base.
