You need to change the boot order in the bios / cmos settings. When you start the computer pay close attention to the display. Usually you'll see something along the lines of Press F2 or F10 to enter setup. The "setup" page is what you're after.
Once there you'll need to change the device boot order. Just move through the various menus and you will for sure find what I'm talking about. Just make sure the first boot device is set to "cd / dvd / optical" Different cmos menus call it different names, but you'll figure it out don't worry ;)
Once it's set correctly it's just a matter of booting to the cd and following the prompts.
Next, the reason why you are getting the error message is because the computer is not starting from the cd, or the cd was burned incorrectly.
The computer is most likely starting from the hard drive instead and since it's formatted you get the error message.
To get the computer to start from the cd instead and to install the system again, you need to adjust the boot order.
The laptop might have a Boot menu feature (look at the screen right when you power it on and see if it says anywhere press xx key to enter Boot menu) If you don't have the boot menu option then you need to enter setup or bios, same thing different name.
The computer will say at some part of the screen to press xx button to enter setup or bios / cmos.
In Bios you must adjust the boot order so that the Cd / dvd drive is before the hard drive in the order. this way the computer will start from the cd instead of trying the hard drive.

When you bootup the laptop, press F8 and you should see a boot from what screen, not the Safe Mode options boot screen. In this list of what or where to boot from there may be a "boot from recovery partition'. This option would reinstall the setup you had wehn you purchased the laptop.
If you don't see that then yes you need to use the backup discs to reset your machine. You start with the laptop off and put disc 1 in the cdrom and start up the laptop. This is dependent on your boot up order, found in system setup screens F10 when booting, having the cdrom ahead of your hard drive in the bootup order.

The other, less happy, possibility is that your adapter overheated to a critical point or was struck by an electrical surge and is damaged beyond repair.
