I've had the same problem recently. The only fix I could find for it was uninstalling and reinstalling my browser. If you still use Internet Explorer I would suggest switching to Firefox or Chrome.

You would still need a license after the installation. As that would mean piracy if you will use a non licensed copy.

You can use a test installation which would give you a free 30-day trial license.

install gimp, its equivalant to Adobe Photoshop and its freeeeeee

You need to contact Adobe to acquire a license and/or activate your software.

Remove your previous adobe cs3 installation first. Go to Control Panel, Add or Remove Programs. Click Adobe CS3 then click Remove/Uninstall button then click OK. Reboot your computer then reinstall the Adobe CS3. If it cannot remove the previous installation, use "ccleaner" for that. Drop me a comment if you don't know what to do with ccleaner.

Reinstall CS3 from the original installer and don't upgrade unless you own the software.

If you've purchsed the software from Adobe or registered the software at Adobe.com, they will have record of your serial numbers, and be able to give you a key.

The point of an upgrade edition of a piece of software is so that you can upgrade your existing software. You need Photoshop 7 or higher to use the upgrade. If you don't have it, you will need to return/refund your purchase of the cs3 upgrade, and get the full version of the software instead.

Your other option is to purchase an earlier version of adobe photoshop, in order to install it so that you can upgrade it. Seems very round-about but I suppose it would work, and I'll bet if you find adobe photoshop 7 somewhere, it'll be awfully cheap ;)
