Thanks for using FixYa. On the Deflection board there are 3 capacitors CP 114, 120 and 150. If you have already replaced two of them then replace CP 120: 330UF/35V/HF and post back if that makes any difference.

on your deflection board ck capacitors cp150 cp114 cp120 if cp 150 is puffed up on top it is Bad 2200uf16v other 2 caps are 220uf 35v replace all 3 .Heres another thing you can try on front panel Press and hold vol-and ch- with TV off, hold both at same time wait for 10secs untill TV comes back on.

Hello , I believe this may be a HV/LV power supply problem since this is a common issue in this RCA ITC222 chassis, I posted this earlier and I beleive that it can help you, Hello This is a common problem with the ITC222 chassis, I would check CP120, CP140, CP150 to see if they are bad I suspect CP150 is the one that is bad. Its value is 2200uf 16VDC. It is located on the same board as the IHVT and is in between the Heat sink in the middle of the board. I would also like to say that if possible you should get a qualified TV Technician to repair this set for you, due to the nature of this problem and the dangerous voltages present. The caps in these sets rarely bulge. Try checking the Horizontal Output Transistor (HOT). I suspect that it is shorted. The noise you are hearing is the power supply attempting to fire. With the defect further on, the power supply will turn itself off as a safety valve.

There is little plastic clips that hold board in push them back and slowly lift chassis up and out. and since you said cp150 is puffed up replace all 3 capacitors on cp150 2200uf 16 use a 25volt,other 2 use same 220uf 35v.cp114 cp120.

Check cp150 on the Deflection board its the first board to left on bottom. If cp150 is puffed up on top then it is bad so repalce cp114 and cp120 also cp150 2200uf 16v other 2 caps 220uf 35v.

ON Deflection board there is 3 capacitors that most of the time will cause set not to startup cp150-cp114-cp120. values 2200uf 16v, two 220uf 35v, you buy caps at Radio Shack.

Was cp 150 bad? bubbled up on top if so you have 2 more caps in same circuit that needs to be replaced they are cp111or cp120, or 114 each board has different # on location 2 caps will be 220uf 35 v, and one could be a 330uf 35v. Also when reconnecting second ribbon conector on deflection board, make sure it is in good or set will not come on

Check 3 capacitors on deflection board where the flyback is but they are located on front of board cp150 2200uf 16v cp111 330uf 35v cp114 220uf 35v Look at top of capacitor cp150 if it looks like it is bubbled on top it is bad so replace all 3.
