I have a sharp 25", and occasionally the screen goes white and shrinks vertically. Sound will also cease. If I try turning the tv off then on, it's still white. After it rests for 15 minutes or so, picture and sound will come back.

The horizontal line indicates the vertical deflection circuit is not working. Either the set is stuck in service mode for adjusting color (turns off vertical), or the deflection circuit has failed.
Some RCA TV sets have a "Service" switch in the back, down near the bottom of the set. Most of the newer sets use a combination of remote control and front panel buttons to get into service mode, and that can be turned off by unplugging the set and plugging it back in. Try looking for the mechanically operated service switch in the back first.
WELL FIRST U HAVE TO SEE WHETEHR THE SUPPLY FOR VERTICAL SECTION IS OK.IF ITS OK THAN.CHECK FOR SOME DRY SOLDER AT VERTICAL SECTION.OR ANY LEAKAGE CONDENSER ,AT LAST REAPLACE THE IC VERTICAL.IT WILL BE OK'
In electronics dust has nothing to do.
cleaning will not solve your problem
your problem is due to trouble in vertical section.
mostly it is due to electrolytic capacitor in vertical section is defective.it is common problem.
also check supply to vertical section.
"THE SCREEN SHRINKS TOWARDS THE TOP OF THE SCREEN FOR A FEW SECONDS BEFORE THE PICTURE TURNS UPSIDEDOWN THEN TURNS BLACK." is called fold over.
