The fabric softner and bleach are no longer being siphoned out into washer, the tray is spotless and no visible build up any where in side the tray or in the washer under the tray, can some one help me please.

Remove the drawer by pushing the tab at the top of the drawer and pull it out and check for an obstruction. They regualarly plug up with gummy fabric softenener. Try washing out with hot water and reinstall
This could be a very simple fix, if it is indeed coming from the fabric softener area. It could be that there is simply a clamp that has come off the connection, and the supply line has came off as well, or has broken. There about 4 lines in the fabric dispenser area and if one has come off it will certainly leak. Also there is a hard plastic siphon that may have a pin hole in it. however this is unlikely. hope this helps.
Try removing the dispenser cup - and washing the inner cup thoroughly- run a sanitary cycle with whites and chlorine bleach mold and mildew likes to haunt these front loaders - be sure to run a bleach hot water cycle once weekly
Check to make sure the litle cups are set in place correctly and also make sure they are not blocked with hard fabric softner. A quick test: pour water directly into the fabric sofnter cup and fill it up,IF it siphons out, you will need a new inlet valve for that unit. The inlet valve has soliniods on it for the bleach & fabric softner.
I had a similar problem and removed the complete dispenser drawer and washed it in with hot water. The small inner cups for the fabric softener and bleach should be removed and the hot water directed into the small "stand pipes" on the back side of the covers. It appears the fluids in the cups are siphoned out and if the pipes are clogged at the bottom there will be no flow. Also is the plate is not fully seated, the siphon effect is will not work.
Also, my wife said she does not use the cheaper brands of fabric softener anymore because we think that might have caused some of the clogging.
As a side note, if you remove the top of the washer, there is an adjustable dial where you can fine tune the amount of liquid dispenced. You can try adjusting that too. I think my final fix was to clean the back side of the face plates inside the dispenser and ensure they are fully seated to allow the proper siphon effect.
