Msn toolbar has encountered an error

Internet Explorer is your browser, the "window" in which you view webpages like Google, Yahoo, etc. If that's still not clear, there's a nice little one minute video and some simple explanations here: http://googleblog.blogspot.com/2009/10/what-is-browser.html

As far as resolving your MSN Toolbar issue, your best bet is to go to Start Menu -> Control Panel -> Add/Remove Programs and select "MSN Toolbar". Click Uninstall, and simply remove it.
