Active Scan 2.0 is not a downloaded software. It is a web based scanned that you could go to and login with your credentials.

Go into the Safe Mode. Restart the PC Press F8 Select Safe Mode Once you're in the Safe Mode uninstall the Panda software Restart the PC again Download from www.pctools.com the following free programs.
1. Firewall Plus 2. Anti-Virus
Download from google pack the following free program
3. Spyware Doctor Starter Editiion (free updates)
Now use these programs instead of Panda software, they all update for free and have ondemand scanner protection. Just set them to run either full or intelli scan weekly or daily. I do it daily for added protection. Updates can be set daily or weekly.
One more software which is good for the browser is called: 4. SpywareBlaster http://www.javacoolsoftware.com/spywareblaster.html
5. Firefox 3 for your browser is better than IE that comes with XP. http://www.mozilla.com/en-US/firefox/
Again 4 and 5 are free and update for free, 4 you have to do it manually which isn't hard to do.
One more item you should get is called CCleaner that can be found on www.ccleaner.com download that and install it. Run the Registry Cleaner feature to remove prior Panda left over files.
One add note run all these programs one at a time to scan your system for anything lurking on it as what is lurking can slow down the system, because it's running on your system.
Was this a legitimate version of Panda that was purchased or is it shareware/cracked version? If it's legitimate, is there any other software on system that may be conflicting with Panda, such as old antivirus software, firewalls, or outdated spyware software? If so, remove them then try to reinstall Panda.
