It seems internal, I wished there was a universal part that could replace the "overheat cut out" unit your mentioning. I don't even have enough info or schematics to understand how it works.

Sounds like ther is an overheat cut out that has tripped. it may be extrernal and need pressing to reset or may be internal and need relacing.

I just purchased a used EuroPro Steamer model EO8020. After about 5 minutes of use on the steam setting, the base starts making a loud rattling sound. Doesn't sound healthy to me. Can you...

It's just normal to hear that because heat inside is generating and steamer is on it's way to be ready for use. Hot air is about to be release and so rattling sound occured.
Need not to worry about it, the steamer is new and functioning normally.
Good luck

Safety cap on the Euro-Pro dexuxe steam cleaner style SC507H

if it is anything like mine...you push the cap down, give it a full turn & release. keep doing this (maybe 5 or more times, and eventually it will start unscrewing easily without needing to push down

This is a EURO-PRO X Shark Steamer Model S3325, there doesn't seem to be any power in plugged in, no lights on the handle. Bad switch or is there a fuse?

There is usually a heat sensitive fuse link installed in the handle and is incorporated in the cord connection. If the machine gets too hot or is run while dry, the fuse can blow. You would have to replace the fuse, as they are not resetable.
