Well instead of repairing it have you tried an external usb pcmcia card? They are cheep and mine is usb2 4 port on a pcmcia and works fine. Just a sugestion for you. It runs about $14.00. I ave a 900 Compaq and the first to go was the dvd/cd [ replaced ] then the battery [ running off a cordless drill battery now ] and then the usb. I know your question was about fixing this but an easier way is described above. Over current on the usb port is no problem with the pcmcia 4 port usb card as if you need more current, it comes with an external power supply only if needed. I have never had to use this external supply yet. It supplies [ the card ] up to 800ma.
Hope this helped a little...

There is the motherboard manual

Example A;

The front of your computer is the Front Panel.

The area of contact pins on the motherboard, that the main wires from the Front Panel go to, is the Front Panel header.
(Power On switch, Power On LED light, HarDDrive activity LED light, and Reset switch IF used)

The Front Panel header is JFP1, in the bottom/right corner of the motherboard.

Two rows of contact pins.
4 on the Top row.
5 on the Bottom row.

Pins across the Top row are numbered EVEN.
Pins across the Bottom row are numbered ODD.

Starting from the Left side going towards the Right, Top row;
Pins 2, 4, 6, and 8. There is NO Pin 10.

Starting from the Left side going towards the Right, Bottom row;
Pins 1, 3, 5, 7, and 9.

A) Pins 1 and 3 are for the HarDDrive activity LED light.
Pin 1 is for the Positive ( + ) wire.
If the HDD LED is dim when the Harddrive is active, switch the wires around.

B) Pins 5 and 7 are for a Reset switch, IF a Reset switch is used.

C) Pin 9 is N/C. Not Connected
It is reserved for the factory to use.
(Believe 5 Volt test point)

D) Pins 2 and 4 are used for a Power On LED, that has two wires.
Pin 2 is for the Positive ( + ) wire.
If the PWR LED is dim when the computer is on, switch the wires around.

E) Pins 6 and 8 are for the Power On switch.

JFP2, or also known as Junction Front Panel 2; is above JFP1, and is situated Vertically, instead of Horizontally like JFP1.

(Below purple SATA data cable connector/ Right; and to the immediate right of the CMOS battery))

4 pins on the Left side, 3 pins on the Right side.
Pins on Left side are numbered EVEN.
Pins on Right side are numbered ODD.

Starting at Top of Left side coming down;
Pins 8, 6, 4, and 2.

Starting at the Top of the Right side coming down;
NO Pin 7, pin 5, pin 3, and pin 1.

Pins 2 , 4, 6, and 8 are for an internal speaker. Used to hear BIOS Beep Codes.

Pins 1, 3, and 5 are for a Power On LED light, that has 3 wires.
Used for a dual color Power On LED light.
For example Turbo Mode is Green, and Normal Mode is Yellow.

(Which was cr@p.
Turbo mode was actually normal, while normal was slower)

Example B)
Front panel USB ports. (Connectors)
JUSB1 and JUSB2.

EACH USB header supports TWO USB ports.

Look at the pinout on Page 40.
VCC, USB4-, USB4+, and Ground; is one USB connector. (port)
VCC, USB5-, USB5+, and Ground; is a second USB connector. (port)

Note the USB4-, and USB4+; and the USB5-, and USB5+

Now look at a USB pinout. Male and Female,

VCC = +5 Volt
USB4- and USB5- = -Data
USB4+ and USB5+ = +Data
GND is Ground.

You can have 4 USB ports in the Front Panel, or add extra ones to the rear panel. (I/O area)

ONE of those USB headers; JUSB1 or JUSB2; can be used for a Card Reader.
A Card Reader has Two USB cables, and uses One USB header on the motherboard.

Which one? Junction USB1, or Junction USB2?
Pick one.
Doesn't matter.
BIOS will set an IRQ for it.
(Interrupt ReQuest)

Recurring issue: KGPE-D16 opteron 2-CPU "USB

If its forcing a shutdown of the entire machine, I think it may be protecting itself from a voltage issue. What do you have plugged into your USB ports? It sounds like it has detected a voltage problem coming from one of the devices connected to one of its USB ports or something near it and to ensure that the motherboard doesn't get fried its shutting the computer down.

The message is telling you that its detected a device that is over the allowable amount of electrical current and is protecting itself from electrical failure. It could be a problem with the USB jumpers on the motherboard that connect the front usb ports. You might try unplugging these connectors and try to boot up the machine. Leave them unplugged and boot up the machine, if you still get the error after that, it may be a grounding issue with the motherboard mounts that anchor the motherboard to your computer case. If you have any extra mounts underneath the board that you aren't actually using but are coming in contact with the board, you may have to remove them, which would probably involve removing the motherboard from the case.

My USB port power error message

This happens when anything draws over 500mA, of current, if it was working OK, before, and is working now but displays that message, or not working, well in any case it seems to have gone faulty, and somehow, is now drawing more current drain, the USB port can supply. It may have been spiked too.from all the plug/unplug especially if the safely remove hardware is not used.

What kind of device are you trying to connect. If it is a hign amp device like old external HDD, it could cause he issue. In such cased connect both the USB pins provided to facilitate more current flow.

Also check the status of USB from device management. No warning symbol should be displayed.
