I bought a 1996 Pontiac Grand Am. It has been sitting for a bit and while it was sitting the steering column casing and the drivers side dash were removed and also the battery terminals were cut. When it was all put back together, the card will not turn over just hear a clicking sound .

Click on the link for starter motor. Make sure battery has a full charge and battery connections all good, not just at the battery, the other end also. At the starter motor, two voltage circuit, One comes from the battery, hot all the time. The other goes hot with key in the crank position. Use a test lite and check voltage on both. The starter motor grounds through the engine block. Like I said, use a test lite to check. Any testing at the starter motor, make sure tranny is in park or neutral and parking brake is set.
If you think it is a starter issue, you can remove the starter, lay it on the ground, use jumper cables properly from charged battery to starter motor, at the least, it should kick out the drive gear and spin.
If you have to get under vehicle for testing starter or removing, there are safety issues. Safety is your responsibility.

you need to look around a listen with the engine running for a vacuume leak. could be just a hose that came off or a cracked hose or cap missing

remove the door panel, from the inside you should have access to the window. lift the window up unto the raling. Check to see if the railing is not bent or why the window came off the railing.

1) Remove two bolts under bottom of rear seat. 2) Remove seat belt star bolts from bottom of rear seat back, the remove seat back by lifting up and out. 3) remove two plastic clips that secure rear deck then lift up and pull forward.

Check the fuse for the horn.
Check the wires have not just come loose on the horn.
Next, if you have a volt meter, disconnect the horn, and connect the wire for the horn to the meter.
Have someone press the horn button.
If you have a reading of 12 volts or better, the horn is dead, if you have a reading of less than 12 volts, the the horn relay is likely faulty.
That is the item that is clicking as you reported. Just because it is clicking does not mean it is passing power through.

on some of the pontiacs that is normal its the solienod that runs all the dash buttons and cluster gauges. thats normal
