Do you get any power when you try to turn it on? Is there anything that displays on the screen?

See if it is out of warranty for sure. Call Toshiba. If it is, then you might try to remove the compartment lid that has access to the CPU fan/heatsink. Look for clogged lint in the fan. Remove it if possible.

Try connecting an external monitor to the Toshiba Satellite (either CRT or LCD). This is to diagnose whether the display is working at all.

You might want to look at this site that shows how the unit is disassembled:

I have a toshiba satellite L505-S6946 that is a year old and now I have a blue screen. what does that mean and how can I get it repaired

blue screens are also known as bsod (blue screen of death) which means there is a critical problem and there can be various reasons for this.
judging by the rebooting cycle, i would think the system is overheating. does it feel very hot when its been on for a while?
if so the case will need to be opened and the heatsink removed from the processor. all the vents and fan should be cleaned of dust and thermal paste applied to the processor where the heatsink sits, before putting it back together.

number 1 diagosis would be overheating. Do you use it on your lap or worse still, on your lap on a cushion? The intake vents are underneath.

How old is the battery? Does it work OK connected to the mains supply?

My toshiba laptop computer has very short battery life when it is not plugged in. It will also shut off quite frequently at times and will take a while to restart (it will turn on but it takes a few tries...

How old is the battery? Most laptops and notebooks only have a 3 year battery life, and if you have run it down too far, or never ran it down at all, the life can be even shorter than that. With nicad they say it is best to use them until they stop working. But lithium batteries are best kept topped up I hear. If the batter is over 2 years old, time to replace I think.

Display problems

Can you hear any fans spinning at full speed? Are they spinning at all? Either way, sounds to me like your CPU or GPU is overheating, causing display artifacts. I'd take it down to a computer repair shop if the fans aren't spinning very fast or aren't spinning at all, if they are spinning, try to blow out any dust that may have accumulated over the years. By the way, how old is this laptop? I don't think it's the display itself, if it were, then it would be having problems right from the bootup. Also, if you take it down to a computer repair shop, ask them to check if the thermal diode is working.
