To correct the time on your Sharp Atomic clock, you will need to reset the time zone. To do this, press and hold the "Time Zone" button for 3 seconds until the time zone flashes. Then, press the "Hour" and "Minute" buttons to adjust the time zone to the correct time zone. Once the time zone is set, press the "Time Zone" button again to save the settings. The clock should now be displaying the correct time.
Go to settings, Time and Date, make sure that the time zone is not gray out, if it is, disable automatic time zone, scroll down to the time zone and change it to Pacific, which is GMT -08:00
model of phone would help, but some older phones you need to receive a call before it will update, some may have a setting in the control system setting for manualy setting time and selecting for day light saving..
most newer phone have a setting to set it auto or manually you will find this in the date & time location, also make sure you have selected the location for your time zone as well...sounds silly but see that to many time the phone is in the wrong zone and if not set to auto it will not update if you travel to current time zone and correct time
Your computer's clock is used to record the time whenever you create or modify files on your computer. You can change the clock's time and time zone.
Open Date and Time by clicking the Start button, clicking Control Panel, clicking Clock, Language, and Region, and then clicking Date and Time.
Click the Date and Timetab, and then click Change date and time. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
In the Date and Time Settings dialog box, do one or more of the following:
To change the hour, double-click the hour, and then click the arrows to increase or decrease the value.
To change the minutes, double-click the minutes, and then click the arrows to increase or decrease the value.
To change the seconds, double-click the seconds, and then click the arrows to increase or decrease the value.
When you have finished changing the time settings, click OK.
To change the time zone, click Change time zone.
In the Time Zone Settings dialog box, click your current time zone in the list, and then click OK.

If your time zone observes daylight saving time and you want your computer's clock to be adjusted automatically when daylight saving time changes, make sure the Automatically adjust clock for Daylight Saving Timecheck box is selected.
Go to the control panel > Language and Regional Settings > go through each and every setting and make sure that the entries are for English-United States. In keyboard tab, make sure that the english keyboard is the only one listed, remove all others. Make wure that the location is United States. Be sure the time and time zone are correct for the computer.
