How do I record from a turntable to the TDK 3826 recorder?

You need a pre amp in between the turntable and the recorder. The turntable does not have sufficient output to go directly into a recorder.

Runs fast about 78rpm.

You don't say if it's a belt or direct drive turntable. If it's a belt then something might have caused the belt to slip off it's normal position so it runs fast.
Direct drives are more complicated, but it would seem that the voltage control circuit that feeds the motor is applying to much to it and the therefore is faulty.

Turntable out of Tune

it will be the turntable speed not exact
quality turntables have bars all around the circumference and when the speed is correct under a fluro light those bars will appear as stationary or using a strobe light set at 50 or 60 cycles a sec
bars going anticlockwise are too fast and moving forward are too slow
quality tables have a small knob or screw to adjust motor speed

Got a panasonic compact audio system model # SG-HM09A the turntable plays the record fast

there should be a small switch on the inside of the turn table that allows you to switch from 45 (what i think your listening to) to the normal speed which i think is 33

I have just bought a pre-owned Technics SL BD-22 turntable and the speed is variable - when I adjust the pitch adjustment wheel it seems to get worse. On listening to familiar music it seems to be running...

Have a look at the bottom of the turntable. This type of turntable often have speed adjusters. They might be covered by a sticky label or something. If you can't see that go inside by removing the bottom and look inside for them. There should be two, one for each speed.

Runs to fast i think i need a new belt

Make sure the button on the left front of the unit is NOT pushed in - if it is pushed in, it will play too fast for a standard record.
