The SAA7130HL card does NOT support FM radio. I own this same card. You would have to get either model SAA7133HL or SAA7135HL to receive FM radio. I don't know where you could purchase either one of these cards manufactured by Pinnacle.
I purchased the PCTV Systems model 800i HD Digital and Analog TV + FM radio card so I could capture digital TV signals and listen to FM radio, and I have installed both cards in my computer. Amazon has the 800i card for $63.78 for Win XP and Win 7 systems with a regular PCI slot: Pinnacle PCTV HD PCI Card 23040
Amazon also has an Asus Digital TV/FM card for $18.99 for Win 7 and Win 8 with a spare PCI - Express slot:
Just put in one memory card in the first slot and see if recognised. Then try the other in the same slot . If both ok then try the second slot and see if that too recognises both ram sticks. If the sencond does not recognise either stick then the slot is at fault.
Open your CPU casing then install your pci capture card to one of your motherboard PCI slot you can Find it just read the slots of your motherboard they have a label on it some times PCI slot of a motherboard support multiple PCI slots just connect it on one of that slot..After installing install the installation software CD which is included in the package.
TV tuner cards allow you to view programming on a computer system. Although desktop computers
allow you to install internal TV tuner cards, laptop systems do not
have the available space for internal cards. Because of this, laptop
computers have PCI express card slots. This slot allows you to install
and remove (at your will) additional hardware, such as TV tuner cards.

Driver installation CD
Locate the PCI express card slot (located on the side of your computer
opposite the disc drive). Push in on the protective cover on the slot to
unlock it from the case. It pops out slightly, allowing you to remove
Slide in the TV tuner into the PCI express card slot. The card clicks
into place and a light blinks on when the card has connected
successfully to the laptop computer.
Insert the driver installation CD into the disc drive of the computer.
Momentarily a driver installation wizard appears on the screen. Click
"Next" on the welcome page, then accept the given license agreement.
Choose "Next" two more times, then select "Install" and the drivers from
the driver installation CD install onto the computer.
Eject the driver installation CD and insert the software installation
CD. This is the program you use to view the connected receiver. As with
the driver installation CD, wait for the installation wizard to load up
onto the screen. Accept the license agreement, leave the installation
name and location blank, then click "Install" to install the software.
Restart the computer. Upon restart the laptop is ready to begin using the TV tuner card.
i am not an expert, but have lots of experience with my own media center. by moving the tuner card you changed the address of it which if the os does not recognize new hardware, it will not install the drivers for it. i believe you will have to use the device manager to reinstall the drivers for the tuner card. also will have to redo the setup for the tuner in media center. another problem with the softare change is you have to update the security components to be able to view certain channels.
