You need to copy the missing file "msspc.ecf" from other computer. Open his/her computer, type c:\Program Files\Microsoft Office\OFFICE11\ADDINS\msspc.ecf and press enter in the address bar and copy the file to your pendrive/cd and paste the file into your pc to the same directory c:\Program Files\Microsoft Office\OFFICE11\ADDINS\. If this can't solve your problem, it's necessary to reinstall it. Good luck.
Most new computers come with a trial version of Office. After the trial is over, you need to purchase a license key from microsoft. First uninstall the MS Office 2007 on your system, then go to the target folder directory where you just installed the Office2007, its usually under PROGRAM FILES folder, and locate the right folder (usually named as "Microsoft Office") and DELETE manually this folder.
