Try reinstalling the WEBcam driver. You can download the WEBcam and device drivers for your model laptop from the Toshiba WEB site from their download page. You should contact the Toshiba support or service center for your country of residence and request the recovery CD's. They will refer your request to a third party which will contact you by phone and take your order. You will have to pay for them. I paid around 65 dollars for recovery CD's for a laptop.
Don't even think about buying a second hand /used one, you are just asking for problems unless you actually see it come out of a working machine. You may as well buy a new laptop. Are you sure it's a motherboard problem.
