My compuer is Dell Optiplex 620 model. their is red light on the start butto which is blinking again their is light on the motherboard and power fun is working and cpu fun is also but nothing on the screen.
The blinking amber on a Dell usually means 1 of 2 things. Either it is a video card which has either come unseated, or went bad [most likely in your described case] or bad or unseated RAM. If reseating your video card does not fix problem then it will need to be replaced. Hope this helps & please rate my solution fixya. Thanks.

The computer is receiving electrical power, but an internal power problem may exist,Ensure that the processor power cable is securely connected to the system board,.It sounds like it may have had a power surge and may have burned something in your board.. You could try removing RAM unhooking everything hard drive cd drive un plug machine, hold power button till you see the amber light go out. reverse installing everything after it has sat for awhile and try to reboot
Check the power supply, or switch. thats a start. http://www.overclock.net/t/96712/how-to-jump-start-a-power-supply-psu-test-a-power-supply-and-components
I would suspect that the power supply has gone bad and has to be replaced. A simple task, really.

The power supply is receiving power from the source but is unable to properly distribute it to the components. Either the power supply is bad or the motherboard.
In addition to the power supply, motherboard issues can cause the blinking power light and no boot problems. The Optiplex 270, 520, 620, 745 and 755 units are all known to have issues with capacitors on the motherboard. Here is a link to an article about this issue and what to do about it:
