First : You have to check if the camera driver is installed on your device,you can do that by going to Start Menu then go to Control Panel then find the icon called System then open it then go to Device Manager then check there and look for Camera ,then right click on it then Properties then update driver
If the webcam designed as integrated with your laptop (built-in) then ou have to run the driver CD that come with your laptop on purchased, if it done, just press the 'Fn' button together with the related F button with the camera icon on it (try to figure F1-F12 on your keyboard). OR..
If your webcam connected by USB port, run the driver CD that come with your purchase or just plug it then the windows will support the driver for camera itself. Or try to go to 'My Computer' the doble-click the USB camera Icon.
Make sure the program that your using doesn't have the camera offline.
Then if the driver installed properly and you see the camera listed in the device manager then the next step would be to open up the LCD. You'll need to turn off the laptop.
Take the rubbers off of the lcd bezel then unscrew the screws out of there. Take off the lcd front bezel and this will expose the screen and also expose the built in webcam. Make sure the connector for the webcam is actually plugged in. You might have to reseat the connector or best thing is disconnect it and then reconnect it back.
Now go ahead and turn it on and use the webcam program and see if it works, if it still doesn't work then the built in webcam is bad.
Is this an actual camera, or a built in web cam? If it's a built in webcam, on the bottom right hand corner of the monitor, look for a small speaker (it will be facing the clock in that task bar. Double click on it. It will bring up the volume leveler. If it is all the way down, use the mouse and turn it up; make sure the mute button isn't checked. Also, look on the front of your laptop (if it is a laptop) and look for a volume scroller. If there is one, turn it to the right (counter clockwise) to turn it up.
