Skype is the easiest way. Both of you need to install Skype. Then, you 'call' each other, and can do a video chat. See http://www.skype.com/intl/en-us/features/allfeatures/video-call/ for more information.
The built in webcam is always on. You just have to run the application, 1) that was pre installed on it to take videos using it. and 2) while using an IM like Skype or Yahoo Chat etc. But they have to be configured to use it when you start a talk session with the other party. In Skype go to Tools->Options->Video. Here you can configure your webcam to startup when you are talking on Skype. And start video talk.
See section A. Skype in the info below to setup the Audio & Video. Also send this to your family
and friends so they have there computer setup properly. Web Camera’s have to be
setup on the program they are to be used with.Just installing the camera on your computer does not set it up to
broadcast on messengers or Skype.
Each program has Options that have to be setup in order for
the Audio and Video to function properly.

Hi, First I would suggest you get a Microsoft Life Cam VX-3000 as it will install the easiest and has a mic built in. Then I would suggest you and your family download SKYPE as it is FREE to talk on using the computer. It allows oyou to connect with several family members. Only have to pay if you telephone anyone from the computer using Skype. So download SKYPE from this site: http://www.skype.com/intl/en/download/skype/windows/beta/ and follow these instruction to setup your voice/video.
After you install Skype and have it operational
with you ID. Go to "TOOLS", click on "OPTIONS," Then go to
"Audio Settings" and click on it. Make sure both the Microphone and
Speaker's are correctly chosen.Then
"make a free test call." Wait till the voice tells you to
record. Then when finished talking wait for the test persons voice to
insure your audio transmission is working. Then go back to options and
test your video settings. Click on Video Settings and proceed to set up
you video camera. Also, you can Visit this site for additional
information to setup video.
Hope this helps. Bud
