I have had this once before, and then it was one of the hard disk cables which was interfering with the fans inside the case. In my PC it was the PSU fan which was being halted. Try moving the cables around inside the case and ensure none of the corners where they are folded are protruding into any of the fans.

try removing all the cards from the expansion slots and remove the ram sticks. disconnect the drive cables from the board but dont touch the cpu or power connectors. Now hit the button. If nothing changes, probable board fault. If it now boots up and starts beeping ( which it will when no ram sticks installed) shut it down and reinstall each drive connector, ram stick and card one at a time booting between each item. when the faulty item is connected, the board will stop booting and you can replace that item.
Many things can also cause this. Bad connections to ram sticks and video cards, damaged usb port connections, failed cpu's, failed psu's etc..
You may still have to take the machine to a professional repairer to have the problem diagnosed.
its definately not the motherboard, actually when a ps is about to spoil it starts giving that problem and also, the memory cards are also able to cause this problem too. but first, plz try changing ur ps and see if it works..
it sounds like you may have overloaded the PSU, best thing to try would be to take out the dvd burner and and try booting again, if this doesn;t have any affect it may mean you need a new psu (power supply).
May be your computer motherboard wires connection get loose or getting moisture in wires. Or there may be some earthing problem in ur power switch. First, check the wires connection & tighten up properly. if problem persists, check the earthing by power tester. Check you RAM if it is properly tight in the jack.
It can't be the RAM, it would be beeping if the RAM was not installed properly. If it was and they were bad, it would fail in Windows.
We've had numerous similar problems to yours with our D530's. Check the motherboard to see if any of the capacitors (round barrel shaped components) are swollen (round on top) or leaking. It is a known manufacturers defect and they were replacing those motherboards for free, unfortunately that program just ended.
If the capacitors are all flat on top, its probably the power supply. We've had four go bad in the past month. They sometimes smell like something is burning before they go bad. The D-530 model is unfortunately our most unreliable model ever, they are junk. Good luck.
