1394 drivers should be native to XP, you may be able to correct this by running an SFC scan
Take out the IEEE1394 card
Insert your Windows CD (if you do not have it order a backup from dell)
Exit out of 'install screen'
click Start
click Run
type 'sfc /scannow'
press enter
you should see a progress bar, when finished restart the computer
this compared critical windows files on harddrive vs CD, and replaces missing and corrupt files

- I am just re-reading this, does windows even see that anything has been added.
I looked through the manual, and there is an odd feature on this system, in the BIOS there is an option to enable/disable the PCI slots.
Have you looked inside the BIOS (System Setup to make sure the PCI Slots are enable?
Tap the F2 key a few times when you see the Dell Logo
Look for Onboard Devices in System Setup
Make sure the PCI Slots are enabled

- Even if the drivers do not work, if the PCI slot is working, Windows should recognize that some new hardware has been installed.
If it does not, the motherboard may be in error or faulty.
When you install the card, make sure you have the power cable disconnected (ofcourse) and maybe reset the BIOS by removing the CMOD battery of the motherboard.
Also download and install the latest BIOS for the system if it still does not work.
If after that, Windows still does not recognize there is something plugged into the PCI slot, I suspect the motherboard must be faulty.
