I have the same problem, no manual & have been unable to source one on the net. By cycling the power button ensure that the red light is flashing. This indicates that power is on. At least mine is heating up. The test will be if I can reduce the setting as the cooking progresses.
Oh for a cooker with a 3 position knob.

Ask whoever gave it to you if the manual is available. Since it wasn't new to you, your comments about it being sold without instructions are not valid. Perhaps it is only a rice cooker and not meant for anything else.
