When creating a new bear, once my daughter has rubbed the hearts and whispered into the mic, the hearts all come together to create one big pink heart. But that's it. The DS locks up and nothing else happens. Any idea what the problem might be?

You can try cleaning the game card with a cotton swab and some rubbing alcohol, if this does not fix it then the card is physically damaged and there is nothing that you can do.
Take the cotton swab and pour a small amount of rubbing alcohol on one end, just enough so that when you place it against your hand there is no residue left by it but you can feel that it is wet.
Gently rub this end of the cotton swab up and down each of the "Panels" on the bottom of the game cartridge, this is where the game interacts with your console, and if the game is not damaged this is where the problem is.
Now gently take the opposite end of the cotton swab (The one with no rubbing alcohol) and go over each of the panels once more.
If your lucky, your problem is just some sediment on the game cartridge and this will clean it off and get it working.
Best of luck!
My little sister had the same problem. You just have to be patient and keep trying you dog will eventually get it right. If more then one person tries to do it the dog will get confused because of more than one voice. Also try speaking louder or softer and holding the mic. closer and farther away.
