some network providers dont provide object push which prevents the pictures from getting pushed to your mobile , but they will send the link to download the picture , report the problem to your network provider.

Windows-based devices, from my understanding, can not send/receive pic messages without a seperate program installed. Depending on your phone service provider, picture message receiving/sending is internet based. There are several programs online that allow you to receive the pic messages directly to your phone, the one that I use is sMMS, i believe, and its only 5 bucks to get the full version.
